It is not currently possible to disable 2FA for multiple users at the same time (useful if moving from one type of authentication to another, for example). At the moment, every user needs to be disabled individually before enabling again. The function to batch enable exists.
There is a risk that one could be incorrectly disabled which could have significant consequences.
