We recently wanted to attach a letter to the invoice circulation with reference to VAT. No facility to do so and needed to create a new template with the VAT information.
Would have been much cleaner to be able to add an attachment.

This would be possible by using Invoice Profiles to enable you to add notes to the invoice document.
