'Alert' button for late presence records

Add an 'Alert' button in the period registration screen for late presence records. The behaviour should correspond to the 'Alert' button in place for student absences: send an email to the configured list of recipients.

Disable / remove fields for ISC census if not needed

We are an international school and so do not need fields for the ISC census. Could we have them removed or disabled? They are confusing staff.
