Send Exam Fees Data from External Exams Module to Finance Modules without exporting manipulatin and then re-uploading

Add a routine that can send the external exam fees data from the external exams module directly to the finance modules. Benefit of saved time and lack of transcription errors for both Exams officers and Finance office staff.

Empty Gradebook cells not being marked as 'Complete' in Report Cycle following Gradebook sync.

It would be great if, when we ran a Gradebook sync to a Report Cycle, that the students who do not have any gradebook marks are not marked as 'Complete' in the Report Cycle. It results in numerous students appearing with empty reports.

External Exam Arrangements to be customizable for IB requirements

Ability to search grades by student.
