Instead of having an empty dashboard page for guests could you allow redirect to login page instead? This to prevent an empty dashboard page that doesn't add value to the experience.

Parents typically use the Portal when using their mobile phone. Uploading bills to the parent portal is completely ineffective if not viewable on a mobile phone.
