Letter Wizard option to publish to Parent Portal as PDF and ready for download instead printing them

Adding this option will save cost on printing letters to parents, which is ideal currently to have a paperless transaction, communication or notification apart from traditional email.

Wellbeing Concern Category - Hide but not delete

The option to hide a concern that will still pull through to a report, but will no longer be used in the system against current students. At the moment the only option is to delete which then stops the report pulling the informatin through.
