Currently, Central can only calculate persistent absence percentages based on children with between 90% and 50% attendance (excluding those with 50% or below). This is the difference between children who are persistently absent and Persistent Absence data.
While only children with between 90 and 50 are considered persistently absent, whenever national data for Persistent Absence is published by the DfE, the data will include ALL pupils who have 90% attendance or lower, so this is how the term is understood by state schools.
Please could Central be updated to provide Persistent Absence data that is comparable to that produced by the DfE, with a single percentage figure for all pupils with 90% or lower attendance?

Students that are Physical Attendance Persistent Absentee
Students that are Physical Attendance Persistent Absentee %
Students that are Statistical Attendance Persistent Absentee

Today I have also had confirmation from the Schools.STATISTICS@education.gov.uk who state the following after sending this to them:
Please can you also clarify the following:Is PA attendance 90% to 0% if which SA is 50% and below or PA is 90% - 50% and SA is 50% and below.
'It is the first – so pupils who have been absent for at least 10% of their sessions includes the smaller group of pupils who have missed 50%.'
In my view, it is imperative that this aligns with the aforementioned guidelines and the upcoming legislation set to take effect in August 2024.
