This is being requested as a design improvement
For example if you:
Option 1 - Log in and begin from the school level and then click into Trust Overview - MAT Admin - central user groups. Reviewing the permissions on this screen you see an expanded (full) permission list because the school has full module access during setup.
Option 2 - But if you choose to go to MAT Admin - central user groups from starting from a school which does not have full module access, you will see only a condensed list of permissions despite the two properties being part of the same trust
