Registration data procedures should not require a registration group to have a teacher

Registration should be designed with the focus on ensuring that the pupils can be registered as easily as possible.

However, as currently implemented, if you have a registration rule that includes a student group that does not have a teacher associated with it, then the registration data procedures import that group into the registers without any pupils!

For example if you are trying to use Year Group registers but a year does not have a 'Year Tutor' specified, then that year will have zero pupils in the registers, meaning that pupils could be missed for registration.

The requirement to have a group linked to a teacher is counterproductive and could lead to incomplete registers with no obvious indication. It thus means having to create a dummy member of staff, simply to populate all the unused positions in a school that iSAMS caters for, which are optional to enter, yet mandatory for Registration to work properly.

It is inconsistent, confusing and unhelpful as implemented.
