The Assessments & Reports Files section of the Pupil Profiles and Pupil Manager module provides a way to access copies of PDFs published to parents.
When using the publishing routine in the Reports Printing module, PDFs are generated for all pupils on the report cycle even if no completed data has been entered. In this case, blank PDFs are produced. (Blank modulo whatever appears by default in the template.)
These reports should not appear in the file list. (I believe they are hidden from the Pupil and Parent Portals.)
In other words, regardless of whether a PDF has been generated, there should be a check to ensure that the PDF is only listed in this section if pupils who have at least one completed report
