Develop a publishing screen which shows all columns in a list using the "Name" field from the Details tab, but permits it to be editable. Have a tick box which are unticked by default, then tick to enable publishing. Have a global date for publishing at the top, but enable changes for individual columns if necessary - repeat for Publish To. Save and Publish button or Cancel and Close button.
Save and Publish would then write the Published Name and dates to the Publishing tab for each column.
