About the Severity, we don't want the concern submitter to input "High". The severity should be determined by the school principal or pastoral.
so it is appreciated that can have a default value (eg,. Low) when teaching staff submit the concern from the Wizard bar. and it is better if system can provide the configuration capability that hide the severity field from the "new Concern dialog" when open from wizard bar.
