As part of the recent changes to report publishing, once you have published a report and sent it to the parent portal, you then have to tick a box to make it visible to parents in the portal. This seems a retrograde step to me. Why would you publish a report to the parent portal and then decide you did not want it to be visible? Seems an unnecessary step to me.
I completely disagree with you. I have worked in schools for 26 years and this is just not the case.

Unfortunately this is not the case across all of our schools and as such removing this would cause them huge issues.

The reality is that in all the schools I have worked in reports are being checked by the admin team up to and including the morning of the publishing date so this is a pretty pointless feature.

Having this tick box allows schools to run the publishing routine for outputting the reports to a ZIP folder, but without publishing it to parents.
It also allows schools to run the publishing routine a couple of days before making it available to the parents, then on the day tick the box to make it visible.
