Add Bulk editing for divisions in HR Manager

Add the "Division" selection for stuff to the batch/group edit to be able to bulk apply divisions to a select of staff.

Security Access Levels to Documents & Files

Pay and contracts.

Could the pay and contracts be made to hold past scales and superseded contracts, also some staff have multiple roles so need multiple contract and associated pay data can this functionality also be added.
