Would it be possible to have the functionality to include multiple-contacts per 'school record' in this module, and not just the one

Currently potential duplicates are only detected if Forename, Surname and DOB match exactly with existing records. Would it be possible to use fuzzy matching to widen the criteria to account for spelling mistakes etc?

I would like to give some users the ability to create their own reports in Designer but not also to have the rights of an administrator, so not able to edit/delete someone else's report or change any other system settings. Or add/delete users etc.
