For each check the same person can click that a check is 'required' and enters the details. If it is not checked the red/green indicator will stay green. This is prone to errors / potentially to abuse - showing the SCR as up to date when there are gaps.
2 suggestions:
1 - make this a 3-option box - required / not required / please select - default to 'please select' so a positive decision is made whether required or not.
2 - when this changes, generate an alert to a specified person to let them know which options are required for the individual so it can be checked.
