Move recruitment question creation/editing into question-form design, and allow cloning of forms to create new versions of the questions that can be edited, reordered, etc.

Currently if a question has been answered by a candidate, it’s not possible to edit any features of the question (text, question type, multiple-choice answers, sensitivity, mandatory, or killer responses). Also, if a form has been used on a vacancy and responses received, while it’s possible to add new questions for future uses of the form, and reorder old questions, it’s not currently possible to delete questions from the form if they have received answers (even if moving them to another form on the same vacancy that the questions have already been moved to).

We cannot currently delete or hide (archive) old versions of the questions or forms, although we can rename the forms (to sort old versions to the bottom of the forms list). If we recreate the questions with the new features needed (with the same text) for a new form, we would need to add something distinctive to the text of the new version to make it clear during design that it’s the correct new version to use (support suggested adding “(v2)” at the end, which would look messy to the candidates and get difficult to manage: 30 questions all being redone becomes 60, then 90 to scroll through when setting up new forms).

Given the above limitations, it would make more sense to move question creation and setup into the form design itself. If we could then clone the form design (including the questions) and now have an unlocked new versions of the same questions (including same text) for editing/re-ordering within the form, we would then be able to update everything as needed. Being able to archive old forms (and clone an archived form) would also be useful.
