Ability for a teacher to flag a set or single report as 'not required'

Given that it is not possible to exclude sets from allocations (see, e.g. https://ideas.isams.com/ideas/MIS-I-2889) nor specify which teachers should write reports for a set (see, e.g. https://ideas.isams.com/ideas/MIS-I-1352), please could consideration be given to adding the ability for a teacher to flag a [set of] report[s] as 'not required' in Reports Wizard with a reason? The 'not required' status could show in a different colour (ideally with the reason in a tooltip), and filter through to the missing reports report to help the reports cycle checker focus on those reports that are genuinely missing and not just those that appear to be missing but aren't really needed.

Thus where a teaching group has, for whatever reason, more than one set in Teaching Manager the teacher can flag that they will not be filling the duplicate set in, e.g. "duplicate set to xyz".

Similarly where a set has multiple teachers and only one is required to write a report, the other can flag theirs as 'not required' because e.g. "Mr Smith has written these reports".

And within a set the teacher could flag a single report as 'not required', e.g. "Flossie was absent for all of my lessons this term". This would have the advantage of a central log of the reason, rather than relying on trawling through emails etc. to explain a 'missing' report.
