You already have a column for whether the fee is paid or not Yes/No. Just have pink highlight for merge indicated. Either that or have different colour of highlight for each issue - but seems sensible to ditch the highlight for a fee not paid. I reiterate that the form should not be able to be submitted without a payment as parent cannot go in to amend/subsequently pay.
