Include News Manager Category Values in the APIs

It would be helpful if the News Manager Category values could be included in the Batch APIs. Currently the category can be included in the batch but the values don't sync.

Year group taught

There is an option in the HR Manager to filter staff by "Year group taught", this only filters teaching sets for a grade not teaching forms. It should include both.

Student Manager - Contacts view only permission

Add User creadion/edition/delete in the API
