API write back into every,, and read for every aspect

We would like to be able to set a group up for only governors. It is not suitable that they are on the staff group and recieve the staff emails. Before the upgrate these were a group on their own.

It would be useful to allow us to change the settings in parentmail to make email the default format of message as this is the only messaging service we use.
