Letter Wizard option to publish to Parent Portal as PDF and ready for download instead printing them

Wellbeing Concern Category - Hide but not delete

The option to hide a concern that will still pull through to a report, but will no longer be used in the system against current students. At the moment the only option is to delete which then stops the report pulling the informatin through.
